The Resource Recovery Rebate Scheme

The Resource Recovery Rebate Scheme (RRRS) replaced the Municipal Recycling Scheme in 2001. The scheme allowed Local Governments and Regional Councils to claim a rebate for material they could demonstrate to be reused, recovered or recycled. The RRRS was funded through the Landfill Levy and half of landfill levy moneys collected was allocated to the program.

The program. was administered by the Municipal Waste Advisory Council (MWAC) on behalf of the former Waste Management Board. MWAC prepared recommendations which were submitted to the Waste Management Board through the Western Australian Local Government Association (WALGA). The recommendations were contained in Administration reports for each period (6 months) which detailed tonnes, rebate amounts and recommendations for improvement to the scheme.

Resource Recovery Rebate Scheme Review and Final Recommendations

The former Waste Management Board (the Board) undertook a review of the Resource Recovery Rebate Scheme (RRRS) from 2002 as part of the Statutory Review of the Waste Management and Recycling Fund. The review process included extensive community and stakeholder consultation.

A discussion paper released in April 2005 outlined the consultation that had occurred. It reiterated the Board's view that the RRRS should cease and be replaced with an alternative scheme that was performance based and open to both Local Government and industry.

The paper proposed a phase out of the RRRS in that the funds allocated to the RRRS would be halved for one year, from approximately $2.4 million per year to $1.2 million, as of 1 July 2005. This reduction would be equivalent to the percentage of funds originally allocated to the Municipal Recycling Services Scheme.

The consultation period for the April 2005 RRRS paper was closed and submissions were reviewed and analysed. In total, 38 responses were received, 33 from local government, 3 from industry and 2 from other state government agencies.
